TAPOL on Bali and beyond
10 February 2003 Indonesia's renewed emphasis on internal security since the Bali bomb blast on 12 October 2002 is likely to divert attention from widespread and systematic acts of state terror, which have claimed thousands of times more victims than Bali in the past four decades warns TAPOL in its new 32-page Bulletin published this week. Evidence of ongoing terror, and especially the sinister role played by the army's elite corps, Kopassus, is revealed in a series of articles about Maluku and West Papua. On a positive note, the December 2002 agreement on the cessation of hostilities in Aceh is seen as a major step towards peace in the province although difficulties are likely to emerge in the weeks and months ahead according to the Bulletin's leading article. The writer of a major new analysis of the Bali atrocity focuses on the responsibility of home-grown groups co-operating with intelligence and army units in contrast with many other commentators who have linked the perpetrators with Al Qaeda through its alleged regional affiliate Jema'ah Islamiyah. Concerns about the continuing denial of rights and justice are raised in articles about Indonesia's anti-terrorism decree, human rights trials for East Timor, the Tanjung Priok massacre in 1984 and the case of two western women jailed in Aceh. However, the decision by Indonesia's National Commission on Human Rights to investigate the massacres that swept Indonesia in 1965 and 1966, following General Suharto's rise to power, is reported as a welcome initiative.
