West Papua Association UK writes to President Megawati 24 May 2002 The West Papua Association UK has today written to President Megawati Sukarnoputri expressing dissatisfaction with the results of the National Investigation Commission (KPN) set up by the President to investigate the killing of the West Papuan leader, Theys Hiyo Eluay. Theys Eluay was abducted on 10 November last year and his body was found a day later some miles from the place where he had been abducted. His driver, Aristoteles Masoka, disappeared after returning to the Kopassus base where Theys Eluay had spent the evening as the guest of the Kopassus Tribuana base, apparently intending to report the abduction of Theys Eluay. Earlier this month, the three leading human rights organisations in West Papua together with the Peace and Justice Commission of the Jayapura Diocese wrote to President Megawati setting out the reasons for their dissatisfaction with the results of the KPN. The KPN report has not been made public, but the head of the Commission, Kusparmono Irsan, announced that six Kopassus officers would go on trial for the killing of Theys Eluay. He also said that the Commission had found no proof that the killing was a gross violation of human rights. The two Papuans members of the KPN, Rev. Phil Erari and John Ibo have publicly disputed that conclusion. In its letter to President Megawati, the WPAUK called on her to instruct the National Human Rights Commission to set up a special investigation commission, a KPP-HAM, to investigate the killing of Theys Eluay and the disappearance of his driver. It also urged her to invite the UN's Special Rapporteur for Extrajudicial, Summary or Arbitrary Executions and its Working Group on Disappearance to visit West Papua to undertake their own investigation into these crimes.
